Dear Fellow RF-EMF Victims (we are all victims whether aware of the effects or not), It is time for the “Humane Beings”, while still able, while still capable, of thinking independently; able to recognize the truth and discard the lies being fed by our corporate driven government who we have entrusted to protect us. We will stand as one, indivisible and united for justice for all living things and for the right to live safe and free from RF-EMF Pollution. We need people to get involved in one of the most serious and relevant issues of our lifetime. My family and I have been fighting every local, state and government authority for over 2 years and have witnessed repeated abuse of our civil and human rights, while trying to seek help and assistance in mitigating serious health threatening exposure to RF-EMF in our community. The same thing we have come to find out is also happening to others in their communities. It is time to choose sides and fight against the corporate take over of our Government and fight for our constitution and the preservation of human life. Because of the nature of the beast that has invaded our lives, our homes, our bodies and has threatened our very existence; we must do what is prudent by joining forces and having our voice ring so loud that we will not and can not be denied. The force of good must triumph over the forces of corporate greed and manipulation. Individuals who are not suffering or experiencing discomfort or not aware of the direct effect it is having on their body, are less apt to step up and get involved. I have lost much faith in my neighbors and even some of my friends and feel at times alienated because they don’t take this issue seriously when it is brought to their attention. The other factor is that the illnesses that people are enduring are not being appropriately related to causative factors such as dirty electricity and RF radiation. Drs are treating only the symptoms and not seeking preventive measures. There are many things I would much rather be doing right now. I never thought in my wildest dreams that this is what I would be doing approaching my retirement years. None of those dreams will ever be realized or enjoyed co existing with this insidious RF electromagnetic serial killer.
We believe there are several claims against the State of MA as a result of them knowingly and repeatedly failing to do their jobs. Being that the State of MA DEP, DPU, DPH, DTE closed the investigation without completing their own protocol of testing, they are guilty, at the very least, of the following violations of the laws: http://en.wikipedia.org/wiki/Malfeasance_in_office
Under English law, misconduct (or misfeasance) in public office is an offence at common law.[1]
The offence carries a maximum sentence of life imprisonment. It is confined to those who are public office holders, and is committed when the office holder acts (or neglects to act) in a way that constitutes a breach of the duties of that office.[2]
The Crown Prosecution Service guidelines on this offence[1] say that the elements of the offence are when:
- A public officer acting as such.
- Willfully neglects to perform his duty and/or willfully misconducts himself.
- To such a degree as to amount to an abuse of the public’s trust in the office holder.[3]
- Without reasonable excuse or justification.
The similarly named malfeasance (or misfeasance) in public office is a tort. In the House of Lords judgment on the BCCI Malfeasance Case it was held that this had 3 essential elements:[4]
- The defendant must be a public officer
- The defendant must have been exercising his power as a public officer
- The defendant is either exercising targeted malice or exceeding his powers
“Misconduct in public office” is often but inaccurately rendered as “misconduct in A public office”, which would mean something different.
In a $25,000-a-copy official Handbook EPRI advises the electric utilities to do remediation of their systems that would prevent electrical pollution, but the actual advice given by one of the authors, who addressed a gathering of national utility representatives shortly after helping write the Handbook, was “Stall as long as possible.Prepare for litigation.” (As recorded in a PowerPoint presentation.) This paragraph sums up the dysfunctional and criminal minded behavior our Government and Industry is poisoned with. Gov’t employees enforcing this mentality are guilty of crimes toward humanity.
Until every living thing is living in harmony with our environment and our very existence is not threatened; my walks on the beach hunting for sea glass, enjoying the sun setting and all the things I have worked so hard to enjoy will have to wait until the radiation in our environment is mitigated. It is to choose sides for we are out of time if we don’t act now.

ComEd (Chicago) confirms smart meters involved in ‘small fires’
Commonwealth Edison confirmed on Thursday that three of its smart meters, which wirelessly relay power-use data between homes and the company, have been involved in “small fires” in the Chicago region.
ComEd said the problems stemmed not from the smart meters themselves but from how they were connected to homes and businesses.

2/29/12 This morning while I had some free time when I was in Mission Viejo, I decided to take a walk and pass out “smart” meter flyers. I drove north on Crown Valley Parkway and stopped in a neighborhood of newer homes, with inviting front porches and street names suggestive of Great Britain. This is a home on “Downing Street.” [P1010028]
This was not Mission Viejo, I realized when I looked up and glanced at the street sign, but rather a newer area called “Ladera Ranch.” For most people who need to be closer to LA, it is out in the boondocks, but it is so beautiful anyone would love to live there. [P1010025]
However, when I got to the end of one cul de sac, I had my first sighting ever of a “Medusa” or ”collector meter” which I want to share so you know what it looks like. The collector meter is the same diameter as the other smart meters (called relay meters) but it rests on a “cuff” so it extends out more. It contains three antennas instead of two. They call it a “collector” meter because it collects the information from several hundred other smart meters and then transmits that information wirelessly to the utility company. Because it is more “active,” it emits more radiation. This was a San Diego Gas and Electric Itron Meter. I think this homeowner might want to get on the analog list. [P1010019(2)]
When I got home I saw my own walkway, which is on the other side of my neighbor’s smart meter, had a new pile of dead bees. This, dead bees in our garden, is a new occurrence. Sometimes they aren’t yet “dead,” but I see them walking on the ground, not able to fly or get back to their hive.

The purpose of the commercial is threefold. First to help get the word out about smart meters and educating those who may not be aware of the issues associated with them or to convince those on the fence that the issues related to smart meters are real and not insignificant.
Secondly, it was to motivate citizens of this country to contact their legislators or governors to let them know we oppose the weakening of our national electrical grid to a cyber attack. We feel the only way we will change the direction of this movement is to let our state and local governments know that we the people will not tolerate this surreptitious interruption of privacy protected under the 4th Amendment to the US Constitution.
Third, it was to help unite a movement that is growing in size and unity across this country. Some 56 counties and cities in California have now placed moratoriums on their installation. Thirty states have anti-smart meter opposition groups with their numbers growing every day. Fourteen states have adopted or are working on legislation that would limit their installation or are providing some sort of opt-out program. In March of this year Vermont became the first state in the union whose governor signed legislation that allowed a no-fee opt-out for the ratepayers of that state who did not want a smart meter.

This is the meter National Grid replaced the wireless meter on our home with. ABB single-stator Watthour meter 2S 200Cl 240V 3watt 60Hz TA30
There is no Radio or antenna in the meter. The meter will be read manually with no radio transmitting device. This is what you ask the utility to replace your wireless/smart meter with. If they will not you can buy a meter like this at http://www.freedomtaker.com.
Every American has the right to demand the removal of a microwave transmitting device which is capable of stealing private information and breaching your right to privacy.
The Maine courts have ruled in favor of the activists determining that the State did not prove the wireless/smart meters to be Safe!!! You know why?
Because they would be under perjury of the law.

Prospective communications technology provides a good example of why the industry is so hesitant. The rollout of broadband power line technology has been a fiasco. To understand why this has been such a rocky road, it helps to recall just how complicated the electrical distribution environment is.
The utility distribution network typically covers large geographical areas. The physical energy delivery infrastructure is designed to operate at 50 Hz or 60 Hz AC at voltage levels ranging between 120 and 480 Volts at the customer level and 4 kV and 34.5 kV at the medium voltage level. Distribution transformers link the medium and service voltage levels. Capacitor banks are dispersed at the medium voltage circuits to improve the system power factor and improve the voltage profiles at the customers’ premises. The distribution network circuit can consist of overhead wires or underground cables, single-phase or three-phase with or without ground wire.
Taking those basic features into account, communication engineers have been looking at the possibility of using the electrical distribution system to provide voice, Internet and streaming video services. But this literally implies a new and novel broadband powerline communication capability operating at carrier frequencies that are several orders of magnitudes of the 60 Hz power frequency. As it turns out, effects due to multiple carrier wave reflections from junctions, attenuation due to the capacitor banks, cross-talk between phase wires, signal transfer difficulties across the distribution transformers, the need to install many repeaters and signal transfer devices across transformers make system design extremely complex, unreliable and uneconomical.
Multi-hop low power RF technologies have problems of their own in downtown areas of large cities and in rural areas. Too many nodes are required in rural areas where very few customers are served. In metropolitan areas, high rises pose problems for line-of-sight requirements for signal propagation. During the initial implementation, nodes literally follow the streets in the downtown areas, but to access the meters in the basements of the high-rises a different technology is needed.
Against that sobering backdrop, new concerns are looming over the horizon. Electric and hybrid electric vehicles are slowly coming down in price and eventually will be within reach of the general population. Most likely they will need to be charged every night for fairly long periods of time. Unlike air conditioners or water heaters, which are fairly short-duration cyclic-type loads, charging of vehicles batteries does not lend itself easily to demand shifting applications aiming at reduction of peak usage.
In addition, there are harmonics to contend with. Among the many problems that need to be resolved are: voltage distortion, additional losses in the network, increase of third harmonics currents in the neutral, circulating third harmonic currents in the delta connected windings of 3-phase delta-wye connected step-down transformers, and voltage and current distortions affecting energy metering accuracy.

In my professional capacity as an electrical professional with
interprovincial credentials provided by the BC and Canadian Governments I need to state the facts and ask questions pertaining to Wireless Tower Antennas and other hazardous sources including Routers and Smart Meters.
Smothering entire populations in Radiofrequency (RF) Electromagnetic Fields (EMFs) for ease of communication has serious consequences for all communities. Power Density is incomplete but alarming language by itself. It means all living beings and material objects the EMFs touch or go
through are in the Wireless circuit and uninsulated from the frequencies.
Power density exists when frequencies create the Wireless circuit. Power is
watts, volts times amps and all unprotected biological systems have
frequencies of their own that were left out of the EMF equation.
Health Canada’s Safety Code 6 governs limits of human exposure to Wireless
frequencies and the predominant health effect to be avoided is the
unintentional stimulation of tissue, as is the heat effect. Intentional
stimulation is medical imaging including X-rays and Computed Axial
Tomography (CAT) scans. When you have X-rays, your body is positioned and
protective shielding such as a lead apron covers parts of your body for
attenuation (elimination) of the frequencies on your side of the clothing.
Refusing the protection isn’t optional because of the dangers and
liabilities.
The highlighted area on Page 19 from the BC Utilities Commission states
they have to comply with Safety Code 6.

Safety Code 6 admits critical mechanisms are missing, linking frequencies
to adverse health effects, on Page 9, paragraph 2. The weight of evidence
approach will be used when mechanisms are found and code will be changed if
necessary.

Errors or Omissions in Safety Code 6 substantiating the mechanism linking
frequencies to adverse health effects were reported to Health Canada and
also by expert witness at the request of Canadian Parliament’s Standing
Committee on Health. It was also reported to BC Hydro, BCUC and the BC
Government that the frequencies in this application no longer complied with
Safety Code 6.
Safety Code 6 admits humans are being electromagnetically induced but
negated to include frequencies of ALL electrical considerations,
specifically frequencies associated with biological systems’ functioning.
Humans were treated merely as Kilograms of tissue being heated by watts.
Omnidirectional Smart Meter Routers and Tower Antennas capable of
communicating with thousands of smart devices weren’t considered for their
interaction with all material objects and living entities caught in the
EMF. You can’t blast frequencies around with reckless abandonment.
Facts and Questions:
1. In an electrical grid running at 60 Hz, what happens if the 60 Hz
changes? What would happen if the 60 Hz grid was electromagnetically
induced? What would the resultant frequency be?
2. What frequencies of human biological systems were employed in frequency
interaction considerations?
3. In locating Wireless Tower Antennas and Smart Meter Routers how big of
an area do they cover?
4. In a B.C. Hydro Fact Sheet, on page 1 under Proximity,

it states the Smart Meter base acts like a reflective shield and further
reflects the frequencies away from the resident. The frequencies from Smart
Meter Routers and other Wireless Tower Antennas are hitting buildings from
top to bottom communicating. Can Health Canada/Industry Canada please
provide the attenuation coefficients of everything hit by all the different
EMFs between the private residents’ Wireless Routers, cordless phones,
Wireless Tower Antennas and Smart Meter Routers and Bases holding the
entire number of neighbourhood Smart Meters? That includes bees, birds,
bats, bugs, butterflies, trees, humans, pets, angles, any other biological
systems, and all material objects of any kind.
5. The frequencies are going through building materials, fire separations
and hitting anything in their path. Can Health Canada/Industry Canada
provide the attenuation coefficients for the building materials including
electrical/mechanical systems and the documentation from engineers showing
attenuation (elimination) of the frequencies of all the buildings in Canada?
6. Do the frequencies from the Wireless Tower Antennas and neighbourhood
Smart Meter Routers hit buildings and stop at the exterior walls and roof
top or do the frequencies go right through buildings? Can Health
Canada/Industry Canada provide the required documentation from engineers
showing attenuation (elimination) of frequencies inside all the buildings
in Canada?
7. Can Health Canada/Industry Canada please show documentation that the
Smart Meters were tested for accuracy under full Wireless Load EMF combined
with other neighbourhood EMF frequencies, including Routers with 4000 or
more Smart Meter devices reporting to them?
8. Where is the engineered response from Health Canada/Industry Canada/
Governments of Each of All Ten Canadian Provinces, Three territories and
Municipalities of Canada on the frequencies going through walls, vibrating
structural components causing non compliance with Building Code?

Frequencies penetrating the body at any depth/angle have serious
consequences: Electromagnetic induction of an unprotected human electrical grid, causing nerve and muscle stimulation, 180 degree polarization of molecules at 1.8 billion times per second for 900 MHz which is twice the frequency speed. That could break anything including DNA and produces heat that is not being discussed.
There are serious unanswered questions and a ban on Wireless Tower Antennas and Smart Meter installation is the only option until the weight of evidence is employed as per Safety Code 6. All Cities, Mayors and City Councillors, citizens and their utility services need to be warned on this very complex issue. This is a frequency and biological weapon when applied like this. We are not wearing protective RF shielding to attenuate the frequencies; neither are the buildings. Hydro services, the Governments of Each of All Ten Canadian Provinces, Three territories and Municipalities of Canada, engineers and Health Canada/Industry Canada have science to complete and resubmit new calculations. Electrical Engineers don’t know frequencies and critical information was left out of an electrical equation.
It isn’t insurable to neurologically stimulate populations of humans and Health Canada says that happens but humans weren’t considered as the true electrical systems they are. Radiating buildings and infrastructure without informing municipal administrators, their science professionals, first responders, educators, unions, insurers, pacemaker recipients and health monitoring and medical professionals is dangerous as applied.

VERMONT Legislature Adopts Free Smart Meter Opt-Out
In May, the State Legislators of Vermont voted to allow utility customers a no fee Smart Meter opt-out!
Specifically, the bill says that customers must be allowed “to choose not to have a wireless smart meter installed, at no additional monthly or other charge”.

Notwithstanding any law, order, or agreement to the contrary, an electric company may install a wireless smart meter on a customer’s premises, provided the company: (1) provides prior written notice to the customer indicating that the meter will use radio or other wireless means for two-way communication between the meter and the company and informing the customer of his or her rights under subdivisions (2) and (3) of this subsection; (2) allows a customer to choose not to have a wireless smart meter installed, at no additional monthly or other charge; and (3) allows a customer to require removal of a previously installed wireless smart meter for any reason and at an agreed-upon time, without incurring any charge for such removal.
The legislation also calls for future reports related to smart meters to be submitted on: cost-savings associated with smart meters; whether any security breaches occurred because of the wireless technology; and the health effects of smart meters.
Meanwhile, the Vermont Public Service Board who regulate the Vermont utilities had already approved delaying opt-out charges until April 2013. The purpose of suspending the fees were to evaluate the real costs, instead of arbitrary numbers.
In California, the Public Utilities Commission approved arbitrary and punitive opt-out fees, and is forcing customers who do not want Smart Meters to agree to the charges- even though they’ve never evaluated the charges! Seems like Vermont has a few smarter people in charge.
In Naperville, the city council (aka public utility) voted to forced smart meters on all residents without an opt out option and to force residents who did not want a wireless smart meter to opt for a non-wireless smart meter and pay $25/month for it. Hundreds of residents have refused.
Matt Levin, Outreach and Development Director for Vermonters for a Clean Environment stated they were “pleased the Legislature made such a strong statement on this issue”, however he also expressed caution as the Public Service Board and utilities will continue to evaluate the costs associated with opting out in upcoming proceedings and he said, “our enthusiasm is tempered by the realities and struggles of past experiences”.
However, there will be NO fees charged for at least one year and the legislature has banned the fees altogether.
For now, Vermonters have been provided with relief and a victory! CONGRATULATIONS!

BPL is a double-edged sword as far as interference with the Amateur service is concerned. Modern Access BPL systems that operate at or under the US limits and employ 35dB notching of locally-used spectrum have been shown to be mostly interference-free. Those same systems operated at the same levels with only the mandatory 20dB notching can have more problems. Single-ended coupling results in higher emissions than differential coupling, but is still used most often. Access BPL (for backhaul) will succeed only if it is commercially viable and doesn’t cause interference complaints. The interference issue can be addressed through careful deployment (and the adoption of meaningful EMC Criteria in the P1775 Standard for BPL), but the larger questions remain concerning the required make-ready and keep-ready work on the lines, poor latency, slow speeds and limited distance. The signal must overcome the MV line’s sparking “gap noise” or the data packets will crash. (See ARRL AC Power Interference Handbook for mitigation of gap noise)

On Tuesday, January 24th, the Santa Cruz Board of Supervisors voted to continue the ordinance for a moratorium on SmartMeter installations in the county; accepted the report from the Public Health Department on harm to health from wireless SmartMeters; and to sign the petition to the CPUC defining problems with the SmartMeter Opt Out proposal.
About 30 people testified from the public in support of these items. Two people spoke as reps from the IBEW (International Brotherhood of Electrical Workers) claiming that workers were being threatened as they tried to install SmartMeters. This claim has not been substantiated, which was later made clear by the Supervisors and Legal Council, Dana McRae.

SmartMeters have pulsed frequencies within the 800 MHz to 2400MHz range, falling in the microwave portion of the electromagnetic spectrum. They are part of a mesh network, which has pole-mounted wireless antennas at the neighborhood level to collect and transmit wireless information and collector meters on some homes, which collect the radiofrequency or microwave radiation signals from many surrounding buildings (for 500-5000 homes or buildings) and a power transmitter to measure the energy use of individual appliances (e.g. washing machines, clothes dryers, dishwasher, etc).
The Federal Communications Commission (FCC) has adopted limits for Maximum Permissible Exposure (MPE). Exposure to electromagnetic radiation is expressed in units of microwatts per centimeter squared. Each SmartMeter contains two antennas whose combined time averaged public safety limit of exposure is 655 µW/cm2 (Sage, 2011). The California Council on Science and Technology (CCST) Report did not account for the frequency of transmissions, reflection factors, banks of SmartMeters firing simultaneously, and distances closer than three feet.
SmartMeters emit frequencies almost continuously, day and night, seven days a week. Furthermore, it is not possible to program them to not operate at 100% of a duty cycle (continuously) and therefore it should not be possible to state that SmartMeters do not exceed the time-averaged exposure limit. Additionally, exposure is additive and consumers may have already increased their exposures to radiofrequency radiation in the home through the voluntary use of wireless devices such as cell and cordless phones, personal digital assistants (PDAs), wireless routers for internet access, home security systems, wireless baby surveillance (baby monitors) and other emerging devices.
There is a large body of research on the health risks of EMFs. SmartMeters, depending on conditions, can exceed the whole body radiation exposure of cell phones phones (see Attachment B1, Figure 4). Most research carried out by independent non-government or non-industry affiliated researchers suggests potentially serious effects from many non-ionizing radiation exposures. Research funded by industry and some governments seems to cast doubt on the potential for harm. (Genuis, 2011). Evidence is accumulating on the results of exposure to RF at non-thermal levels including increased permeability of the blood-brain barrier in the head (Eberhardt, 2008), harmful effects on sperm, double strand breaks in DNA which could lead to cancer genesis (Phillips, 2011), stress gene activation indicating an exposure to a toxin (Blank, 2011), and alterations in brain glucose metabolism (Volkow, 2011).
Electromagnetic hypersensitivity (EHS). In the 1950’s, various centers in Eastern Europe began to describe and treat thousands of workers, generally employed in jobs involving microwave transmission. The afflicted individuals often presented with symptoms such as headaches, weakness, sleep disturbance, emotional instability, dizziness, memory impairment, fatigue, and heart palpitations. Estimated at 1.5% of the population of Sweden (Hilleert et al, 2002), 3.2% in California (Levallios et al, 2002), and 8% in Germany (infas Institut fur angewandte Sozialwissenschaft GmbH, 2003). There is objective evidence to support the EHS diagnosis, defining pathophysiological mechanisms including immune dysregulation in vitro, with increased production of selected cytokines and disruption and dysregulation of catecholamine physiology (Genuis, 2011). A double-blind research study concluded that “EMF hypersensitivity can occur as a bona fide environmentally-inducible neurological syndrome (McCarty et al, 2011).
The FCC guidelines are thermally based, and are believed to protect against injury that may be caused by acute exposures that result in tissue heating or electric shock and they do not address the risk of many chronic diseases that the public is most concerned about such as cancer, miscarriage, birth defects, semen quality, autoimmune diseases, etc. When it comes to nonthermal effects of RF, FCC guidelines are irrelevant. In the US there are no current, relevant public safety standards for pulsed RF radiation involving chronic exposure of the public, nor of sensitive populations, nor of people with metal and medical implants that can be affected both by localized heating and by electromagnetic interference (EMI) for medical wireless implanted devices. Many other countries (9) have significantly lower RF/MW exposure standards ranging from 0.001 to 50 µW/cm2 as compared with the US guideline of 200 -1,000 µW/cm2. Note that these recommended levels are considerably lower that the approximately 600 µW/cm2 (time-averaged) allowed by FCC guidelines for the RF radiation from SmartMeters operating in the low 900 MHz band that are based on only thermal consideration.
SmartMeter exposure is: 1) universal exposure 2) involuntary exposure.
Governmental agencies for protecting public health and safety should be much more vigilant towards involuntary environmental exposures because governmental agencies are the only defense against such involuntary exposure

Dear Commissioners:
The Board of the American Academy of Environmental Medicine opposes the installation of wireless “smart meters” in homes and schools based on a scientific assessment of the current medical literature (references available on request). Chronic exposure to wireless radiofrequency radiation is a preventable environmental hazard that is sufficiently well documented to warrant immediate preventative public health action.
As representatives of physician specialists in the field of environmental medicine, we have an obligation to urge precaution when sufficient scientific and medical evidence suggests health risks which can potentially affect large populations. The literature raises serious concern regarding the levels of radio frequency (RF – 3 KHz – 300 GHz) or extremely low frequency (ELF – o- 300 Hz) exposures produced by “smart meters” to warrant an immediate and complete moratorium on their use and deployment until further study can be performed. The board of the American Board of Environmental Medicine wishes to point out that existing FCC guidelines for RF safety that have been used to justify installation of “smart meters” only look at thermal tissue damage and are obsolete, since many modern studies show metabolic and genomic damage from RF and ELF exposures below the level of intensity which heats tissues. The FCC guidelines are therefore inadequate for use in establishing public health standards. More modern literature shows medically and biologically significant effects of RF and ELF at lower energy densities. These effects accumulate over time, which is an important consideration given the chronic nature of exposure from “smart meters”. The current medical literature raises credible questions about genetic and cellular effects, hormonal effects, male fertility, blood/brain barrier damage and increased risk of certain types of cancers from RF or ELF levels similar to those emitted from “smart meters”. Children are placed at particular risk for altered brain development, and impaired learning and behavior. Further EMF/RF adds synergistic effects to the damage observed from a range of toxic chemicals. Given the widespread, chronic and essentially inescapable ELF/RF exposure of everyone living near a “smart meter”, the Board of the American Academy of Environmental Medicine finds it unacceptable from a public health standpoint to implement this technology until these serious medical concerns are resolved. We consider a moratorium on installation of wireless “smart meters” to be an issue of the highest importance.
The Board of the American Academy of EnvironmentalMedicine also wises to note that the US NIEHS National Toxicology Program in 1999 cited radiofrequency radiation as a potential carcinogen. Existing safety limits for pulsed RF were termed “not protective of public health” by the Radiofrequency Interagency Working Group (a federal interagency working group including the FDA, FCC, OSHA, the EPA and others). Emissions given off by “smart meters” have been classified by the World Health Organization International Agency for Research on Cancer (IARC) as a Possible Human Carcinogen.
Hence, we call for:
• An immediate moratorium on “smart meter” installatoin until these serious public
health issues are resolved. Continuing with their installation would be extremely
irresponsible.
• Modify the revised proposed decision to include hearings on health impact in the
second proceedings, along with cost evaluation and community wide opt-out.
• Provide immediate relief to those requesting it and restore the analog meters.

Just moved into new home – low freq. pulse/hum Save All

I am experiencing “the hum” as well. It is constant and emanates from outside. I can describe it as a low frequency pulse or oscillation. Amplitude peaks are at around .70 seconds repeating. It has a fairly steady rhythm but jumps a beat every 5 seconds or so. As an audio professional, I estimate it’s frequency at around 60Hz.
Me and my wife bought this home a couple of weeks ago and moved in 6 days ago. She cannot hear it. At first I thought it was an appliance or the boiler or something similar. I ruled everything inside the house out. It is clearly audible from outside my home.
Low frequency sounds are non directional (omnidirectional) so it is very difficult if not impossible to track down their source. A good example is the sub-woofer used for your home entertainment system. It can be placed pretty much anywhere. If you close your eyes and listen, you really can’t tell from which direction the very low bass or LFE’s are coming from.

House hum Save All
Hello,
We live in the Deer Point Lake area of Panama City, Florida.
We are plagued with this “machine humming” sound that defies explanation.
We have removed power and water pressure and sound continues.
Very difficult to place a direction other than it’s everywhere within the house.
There are NO public water lines, NO public sewer lines and NO public gas lines in our entire neighborhood and area as all homes are on wells and septic. No airport, freeway or industry of any kind within 10 or 20 miles.
I have contacted the local power company but they won’t even respond to our requests for help in isolating or determining where or what is running and causing this.
Our neighbors do not hear it. Both myself and my wife do hear it and it is very discomforting.
We are beginning to consider moving as it is that annoying.
Started maybe within the year, can’t pin it down to an exact date, which might help define what it is, but unfortunately I believe we mentally blocked it out for some time before it finally wore through our mental defenses and now it is very prominent.
If you know of anyone that can measure or record this phenomenon we would appreciate their assistance.
I feel it could be tracked down with the proper equipment but I don’t know where to begin.
Talking with “acoustical engineering” company they don’t have a clue where to begin either. Not sure why they call themselves “acoustical engineers” but they are the only one listed in the Panama City area and are not of any assistance.

Hello. Finding this forum has been so validating for me. For about two months I have been hearing this hum. At first it was intermittent and I attributed it to the construction they are doing on a hospital and shopette near my home here in Lone Tree, CO. Then when I started hearing the hum late at night, at 10:30 p.m. and 1:30 am from my home office, I could not understand what it was. After turning off the power in my home and listening, I realize it persists. It is growing stronger and no longer intermittent but constant and is driving me crazy. Now I hear it from my bedroom and the past 4 nights it is so strong I cannot sleep w/out creating a screen of distraction noise, which is a terrible thing to have to do. I have no silence any more. It is a terrible hum that I feel in my deep ear, through my body, a deep low vibrational hum like a cruise ship is docked a half mile outside of my home, which opens up onto ‘open space’, a hiking trail! It is maddening and it is hurting me physically and leaving me exhausted and stressed and sleep deprived. I am hearing people posting here very similar experiences, which is validating but it is a scary thing to know this is ‘real’. I am still going to have my hearing tested to rule out tinnitus, but i know this is not tinnitus. We did have a Smart Meter installed on our home a few months ago and I am going to see about having it removed to see if it mitigates the hum, but it seems to be growing stronger now that I’ve noticed it. Total nightmare, good to know I’m not losing my mind and that this is real!!!Thank you, Sandaura, for bringing this into a forum where we can all share our common experiences and find a sounding board without judgement, just in the pursuit of knowledge so we can band together and help solve this terrible thing.

Maine utility admits smart meters cause interference

Utility meters are breaking the Federal Communications Commission (FCC) rule not to interfere with other radio frequency devices.
The Portland Press Herald reports the Maine Public Advocate’s office released a statement this week saying:
“Smart Meters are interfering with a wide range of household electronic devices, from garage door openers and WiFi devices to security systems.”
On Central Maine Power’s FAQ, in answer to the question: “Will the smart meter interfere with my other household appliances such as computer routers, television signal, cordless phones, etc.?” they respond: “Separating interfering devices usually reduces interference, so make sure the wireless device is located as far from the smart meter as possible. Also, adjust the position of the antenna on the device, if possible, and move the wireless device away from any walls that may absorb the signal.”
According to the FCC Electronic Code of Federal Regulations: the meters are not supposed to cause interference, and if they do the FCC states,
“The operator of a radio frequency device shall be required to cease operating the device upon notification by a Commission representative that the device is causing harmful interference.”
Anyone experiencing interference please file a complaint with the FCC!

SANTA CRUZ, CA.—Just as PG&E enters the final phase of its deployment of wireless “smart” meters in California, the largest of the state’s Investor Owned Utilities (IOU’s) has reversed course, quietly beginning to replace the ‘smart’ meters of those reporting health impacts with the old trusty analog version. Consumer rights and health groups immediately seized on the news, demanding that millions of Californians unhappy with their new wireless meters get their analogs returned immediately at no cost.
‘Smart’ meters are new wireless utility meters being installed as part of the “smart” grid initiative, spearheaded by technology firms and backed by the Obama administration and the Department of Energy. Promises ranging from lower utility bills to enhanced renewable generation capacity have failed to materialize, with widespread reports of higher bills, privacy violations, fires and explosions, and commonly reported health impacts such as headaches, nausea, tinnitus, and heart problems associated with powerful wireless transmissions. Widely disparate political groups- from members of the Green Party to the Tea Party and Occupy protesters have attacked the program, and dozens of grassroots organizations have sprouted up over the past several months to fight what they call an undemocratic, unconstitutional and dangerous assault on people in their own homes and neighborhoods. Dozens of people have been detained or arrested for peaceful civil disobedience and even simply speaking out against deployments.[1]
In California, more than 47 cities and counties have demanded a halt to halt installation, and a dozen local governments have passed laws prohibiting the controversial technology. [2] The ‘smart’ meter issue has further angered a public already seething at the utilities over repeated gas explosions, safety breaches at nuclear reactors, and an increasingly extortionate rate structure. Word of California’s ‘smart’ meter nightmare has spread across the country and around the world, prompting some utilities to place smart meter plans on hold, and recently Nevada’s PUC to call for investigations into the health effects and other smart meter problems.[3]
Now in a dramatic turnaround that could signal the beginning of a widespread recall of wireless ‘smart’ meters, on October 28th PG&E re-installed a classic spinning disc analog meter on the home of Santa Cruz, CA resident Caitlin Phillips, who had been suffering headaches and other symptoms from her ‘smart’ meter. The move comes in response to verbal directives from the California Public Utilities Commission President Michael Peevey, who recently told members of the public that the utility “will provide for you to go back to the analog meter if that’s your choice.” The CPUC has been slow to respond to thousands of ordinary citizens reporting health effects from the new meters.
When a Wellington Energy installer (contracted with PG&E) came to install a smart meter at her home, Caitlin asked the installer to get off her property and not install, because of what a neighbor had told her about possible health damage and privacy violations. “When I returned home later, I discovered a smart meter on my house. That night I awoke to severe anxiety, headache, and buzzing in my teeth, and realized the new smart meter was on the other side of the wall from my bed.” Caitlin reported her experience to PG&E and the CPUC, who both declined to rectify the situation. When the symptoms persisted, Caitlin sought the assistance of the Scotts Valley based group Stop Smart Meters! who provided an analog meter and referred her to a professional who could help her remove her ‘smart’ meter. As soon as the analog was installed, Caitlin’s symptoms disappeared.
Frustrated and outraged about her treatment by the utility and the PUC, Caitlin travelled to San Francisco to speak at a commission meeting on Oct. 20th. About a week later, PG&E crews were at her house replacing her temporary analog meter with a brand new official PG&E analog meter. This is believed to be the first time PG&E have willingly replaced an analog meter on the home of someone suffering from health effects.[4]
An “opt-out” proceeding overseen by an Administrative Law Judge is underway at the CA Public Utilities Commission, yet those suffering (in some cases severe) health impacts have been stuck in limbo as utilities refuse to remove the harmful meters upon request- until now.
“There are hundreds of thousands- if not millions- of people suffering in their homes from forced ‘smart’ meter radiation,” said Joshua Hart, Director of the grassroots organization Stop Smart Meters! “The utilities and PUC’s must respond promptly to all requests that analogs be returned. The alternative is that people will increasingly turn to independent professionals to remove unwanted ‘smart’ meters from their homes, a reasonable action we assert is within our legal rights. Protecting your family’s health is not tampering.”
PG&E and other utilities have also been responding to health complaints by replacing wireless ‘smart’ meters with digital meters that are “wireless-ready.” These digital meters have been associated with health problems from “dirty electricity” frequencies that pass into a home via the electrical wiring. These “trojan horse” meters have been roundly rejected by those who report continuing health impacts after installation. Susan Brinchman, Director of San Diego based Center for Electrosmog Prevention. said “At this point, the burden of responsibility is on the utilities to demonstrate that any new meter they want to install on our homes is safe. Communities have the right to retain analog meters at no extra charge. Period.”

Most importantly there is a letter from Bill Posey, Member of Florida Congress. He states provisions within the 2005 Energy Policy Act allow for consumers to opt out of the smart meter programs. It is illegal for the bully utilities to ignore our demands. National Grid is guilty of this. We sent a register demand letter in August of 2011 and they have not responded. We also were in communication with all the State regulatory agencies about this issue and they refused to honor our demands. These guy are nothing but thugs in suits. They must be put in their place in the uemployment lines. Do your part, please.

Skelton, Taintor & amp; Abbott Wins Landmark Smart Meter Case

On behalf of several Maine residents, Skelton, Taintor & amp; Abbott secured a landmark decision that will benefit utility customers throughout the country. Alan Stone, chair of the firm’s energy law group, successfully convinced the Maine Public Utilities Commission (MPUC) to find that it was an unjust and unreasonable practice for Central Maine Power Company (CMP) to refuse to permit residential and small commercial customers to opt-out ofCMP’s smart meter program.
Skelton,Taintor & Abbott represented a group of customers in a complaint against CMP, and convinced the MPUC to order CMP to offer customers the option of opting out of the smart meter program and retaining their existing electromagnetic meters. Stone proved that because of unresolved concerns relating to health, privacy and cyber security resulting from the installation of wireless meters on their homes, customers should have a choice concerning the installation of those meters. CMP argued vigorously that customers should not be allowed toopt out, and the MPUC found that position to be unjust and unreasonable.
The Portland Press Herald has described the decision as a “landmark” case that represents the first time any state had ordered an electric utility to permit customers the choice to opt out of a smart meter program. The case has been followed by other Public Utilities Commissions and utility experts around the country, and will serve as precedent for others in the determination of how to resolve what has become a growing debate about customer choice and smart meters.
Alan Stone is also chair of the trial practice group at Skelton, Taintor and Abbott, and has been recognized by Best Lawyers in the area of Energy Law.

A single smart meter attached to the outside of a dwelling in rural Massachusetts. I had some questions about my first video – if the source of the RF could possibly be Wi-Fi or DECT phones. The source of the RF is clearly the smart meter in the video, which bears no reference to Wi-Fi or Wi-Max. Apparently there is a kit that can convert a digital meter to a smart meter by adding on a two way transmitter. In this video, that was clearly the case.

{ I have asked National Grid for a formal response; however, my understanding of the operation of the wireless meters follows:
The automatic meters are not Smart Meters in the sense that you are referencing. The current meter that is installed is not constantly transmitting and is essentially asleep until National Grid’s meter-reading van drives by and awakens it for a period of seconds on a monthly basis. Thus, there is not a constant wireless signal, and reverting back to an analog meter would require that National Grid dedicate a meter reader (i.e., a live person or team) to physically drive up (or possibly walk if the meter-reading van itself would pose a similar concern) on a monthly basis to manually read your meter. }

Long before cell phones were commercialized, his findings would eventually prove that radio frequency radiation has a measurable effect on the brain—and attempts were made by the powers-that-be to suppress his work in ways that uncannily echo the ways such results are being marginalized today.
Among other key results, Frey determined that the carrier wave of 1,900 megahertz—precisely the same wavelength used by many cell phones today—had significant biological effects.

The State has deceived us again misleading us into believing that once the testing that was done in December they would honor our request/demand to remove the wireless meter off our home and put back the analogue that was ogrinally on.
A spokesperson for Department of Environmental Protection told us a cute bed time story about how our meter is sleeping until a meter reader comes and wakes it up to transfer data for a few seconds, once a month. This is all two pounds short of a full load! It is always radiating a microwave modulating pulse.

Unless we stop them, as of July 2011, BC Hydro will install “Smart” Meters (SMs), on all buildings that emit
biologically harmful radiation-emitting radio frequencies (RF.) They will transmit usage data (hydro, gas,
water), & will control customer access to services remotely.
2. Canada’s RF “Safety” Code is Grossly Insufficient
Government exposure limits do not acknowledge or protect against known health effects. Some SMs in Canada
emit in excess of even our lax levels. These are 100,000 times more lax than Salzburg (outdoor limits), Austria;
1000 times higher than Germany; and 100 times higher than China (as well as Italy, Russia & the city of
Toronto.) W.H.O. now classes RF as a 2B possible carcinogen, in the same class as DDT.
3. 24-7 Radiation Emissions
The meters to be used in BC have been independently measured to emit as much as 24 hours a day, emitting
powerful pulses many times a minute. As the grid is enabled, emissions from all meters & so called “Smart”
appliances will increase.
4. RF Emissions are Invisible
Consumers cannot control these invisible emissions, & without our own RF meters, only BC Hydro will know
the degree of harm we’re being exposed to. There is no consumer benefit. Is any harmful exposure acceptable?
5. Health Canada’s own studies confirm harm
Even Health Canada’s own research indicates serious biological impacts including interference with blood brain
barrier, cellular communications, and production of cancer marker enzymes. International studies verify this &

grid’ of invisible, ever-growing radiation?
10. Security
Wireless & electronic systems are error prone. Do we want to run our essential services this way? Cybersecurity
experts warn that defense departments will use cyber-weapons against the electronic grids of perceived
enemies. Domestically, SMs are at risk of physical or hacker interference (a block or more at a time.)
11. Human Rights Commission (CHRC)
The CHRC assures all persons healthful access to, “goods, services, facilities or accommodation customarily
available to the general public.” 265,000 to 663,000 BC Citizens (6-15%) have EHS (electro hypersensitivity)
& are sickened by wireless pollution. Thousands more are concerned or suffer symptoms from RF unknowingly.
Hundreds in France, Sweden, Italy & Ireland are in RF-forced exile in rudimentary “RF Refugee” camps/caves.
12. Rates of Electro Sensitivity (ES) will Increase in our Population
Reckless exposure to an unavoidable source of 24-7 household radiation will accelerate the increase of ES. This
condition is caused through overexposure.

are optional. The imposition of this hazard via an essential service is undemocratic.

One in two Canadians will develop cancer (Can. Cancer Soc.) The World Health Organization (WHO) lists RF
as a “possible carcinogen” & thousands of studies support this. We need to be informed to insist on our safety.
17. Billing Surges
Ontario SMs are costing billing increases averaging 80%. SMs caused outrage in California where over 1,600
faulty SM’s were recalled. Some even triggered electronics such as garage door openers or motion-detectors to
operate, causing surges in hydro use.
18. Fire Risk SMs can interfere with Arc-fault circuit interrupters and have caused explosions & fires.
19. Opt Out Program Solves Nothing
The ‘opt out’ idea being considered serves home owners, leaving renters with no option nor those who wish to
move to a new home. It also fails to control exposure from neighbours’ meters or the neighbourhood Wi-Max
towers.
20. Conservation & Efficiency- not an effective approach
The in-home monitoring part of the SM canceled, and likewise, the user conservation potential. Let’s spend the
billion on renewables, (e.g.-home owner micro-feed-in-tariff (FIT)) not the remotely activated brown out option.

SMART METERS ARE MORE DANGEROUS THAN CELL PHONES.
Smart meters are currently being rapidly installed (or are planned to be installed) on every building in America – and many other countries – by our water, gas, and electric utility companies, on a mandatory basis. The public has not been informed of wireless smart meter risks. A rash of serious health complaints have followed, going largely unheeded by officials, to date.
“Smart” meters are not safe, even if the wireless transmitter is removed. All “smart” and AMR utility meters use “switch mode power supply”. This technology causes a constant pulsing microwave radiation throughout homes and neighborhoods. It is not safe and it is making people sick. Please, do not allow CMP to remove the analog meter from your home.

A new Council of Europe Committee Resolution calls for a dramatic reduction in human exposure to EMFs and microwave radiation from mobile phones and other wireless devices. This Resolution makes a strong call for properly applying the precautionary principle / approach to EMFs – both from electric power and from wireless communications technologies, something that all governments have so far completely failed to do. The Council of Europe represents all 47 Member Countries ensuring respect for its fundamental values: human rights, democracy and the rule of law.
Individual Member Governments are the ones empowered to actually take action. However, the Council of Europe carries some influence. The Resolution calls on Member Governments to impose a ban on mobile phones, DECT cordless phones, WiFi or wLAN systems in classrooms and schools. It also requires that we take all reasonable measures to reduce exposure to electromagnetic fields on “as low as reasonably achievable” (ALARA) principles, especially to radio frequencies from mobile phones, and particularly the exposure to children and young people who seem to be at most long-term risk from head tumours. It asks for targeted information campaigns aimed at teachers, parents and children to alert them to the specific risks of early, ill-considered and prolonged use of mobiles and other devices emitting microwaves.
As well as the above mentioned, other requirements include:
•to reconsider the scientific basis for the present electromagnetic fields exposure standards set by the International Commission on Non-Ionising Radiation Protection (ICNIRP), which have serious limitations and instead apply “as low as reasonably achievable” (ALARA) principles, covering both thermal effects and the athermic or biological effects of electromagnetic emissions or radiation;
•to set preventive thresholds for levels of long-term exposure to microwaves in all indoor areas, in accordance with the precautionary principle, not exceeding 0.6 volts per metre, and in the medium term to reduce it to 0.2 volts per metre
•to introduce planning measures to keep high-voltage power lines and other electric installations at a safe distance from dwellings;
•to apply strict safety standards for low EMF electrical systems in new dwellings;
•to put in place information and awareness-raising campaigns on the risks of potentially harmful long-term biological effects on the environment and on human health, especially targeting children, teenagers and young people of reproductive age;
•to pay particular attention to “electrosensitive persons” suffering from a syndrome of intolerance to electromagnetic fields and introduce special measures to protect them, including the creation of wave-free areas not covered by the wireless network;
•to raise awareness on potential health risks of DECT-type wireless telephones, baby monitors and other domestic appliances which emit continuous pulse waves, if all electrical equipment is left permanently on standby, and recommend the use of wired, fixed telephones at home or, failing that, models which do not permanently emit pulsing electromagnetic radiation 24-7;
We applaud the Council of Europe Committee for this Draft Resolution. It is long past the time when governments all around Europe should have started being more precautionary about these issues. The suggestions here are strong ones. They will meet with great opposition not only from the industry, but also from governments who now receive large annual tax incomes from wireless devices, especially mobile phone use. This has really thrown down a gauntlet. We await with interest to see who takes up the challenge and what they do.

Equipment which uses power electronics components (variable-speed motor controllers, thyristor-controlled rectifiers, etc.) have considerably increased the problems caused by harmonics in power supply systems.
Harmonics have existed from the earliest days of the industry and were (and still are) caused by the non-linear magnetizing impedances of transformers, reactors, fluorescent lamp ballasts, etc.
Harmonics on symmetrical 3-phase power systems are generally odd-numbered: 3rd, 5th, 7th, 9th…, and the magnitude decreases as the order of the harmonic increases. A number of features may be used in various ways to reduce specific harmonics to negligible values – total elimination is not possible. In this section, practical means of reducing the influence of harmonics are recommended, with particular reference to capacitor banks.
Capacitors are especially sensitive to harmonic components of the supply voltage due to the fact that capacitive reactance decreases as the frequency increases.
In practice, this means that a relatively small percentage of harmonic voltage can cause a significant current to flow in the capacitor circuit.
The presence of harmonic components causes the (normally sinusoidal) wave form of voltage or current to be distorted; the greater the harmonic content, the greater the degree of distortion.
If the natural frequency of the capacitor bank/ power-system reactance combination is close to a particular harmonic, then partial resonance will occur, with amplified values of voltage and current at the harmonic frequency concerned. In this particular case, the elevated current will cause overheating of the capacitor, with degradation of the dielectric, which may result in its eventual failure.
Several solutions to these problems are available. This can be accomplished by
Shunt connected harmonic filter and/or harmonic-suppression reactors or
Active power filters or
Hybrid filters
